Would it be safe and efficient to reduce its power by replacing the 6L6 tubes by 6V6 or EL84 tubes ?

An EL-84 is a nine pin tube so that can't even be installed in the amp without major modifications unless you use the Yellow Jacket tube adaptors (I have no experience with them so cannot recommend them one way or another). A 6V6 MIGHT work if you used either a JJ 6V6S or EH 6V6GT that are designed to handle the high B+ of the power supply. The power tubes would have to be rebiased also.

Bear in mind that the sonic character of the amp will be altered using 6V6's or EL84's (significantly so in the case of the latter).

Probably best to use an attenuator than muck around with the tubes.
