This may have come up, but my search found little. My 1995 Blues Deville (bought used had about 6 months) has that problem with the volume where works great to about 3, then WHAM>>>HOLY FREAKING LOUD!!!!!!! is there a solution to this, or is it just the nature of the beast?

It certainly isn't normal to have a huge jump in volume with only a small increase of the pot above 3. I would have a look at the volume pot itself.

Yeah, I'll take a meter to it tomorrow, just thought I read somwhere that was a common problem on the devilles from the mid '90s.

You might be referring to the perceived volume jump from 1 to 2. I have heard of this "complaint", although it is a 60 watt amp, and 1 is actually 0-volume after all. I guess that I don't understand someone trying to get a 60 watt amp to be whisper quiet anyway.
