So, a speaker set up should be capable of handling 1.5x the amount of power an amplifier is rated for.

The 45-watt 59 Reissue Bassman is equipped with 25-watt speakers, but because there are four of them the total power handling is 100-watts, more than twice the amplifier's power output rating.

So.
A 75w speaker and a 30w speaker pairing will be more than capable of handling a 35-watt amplifier.
My main concern is the pairing of the 35-watt amp and the 30-watt speaker. Almost the same, but best to ask.

Assuming both speakers are of equivalent impedance, each of them will bear 50% of the amp's total output at a given volume setting. Thus the 30-watt speaker will be handling half of the 35-watt amp's power, ie: 17.5 watts at maximum rated output.

You should be fine.

Is that the "magic" formula to use when looking at power handling of speakers?
I've often wondered myself...

It's the formula I've chosen to use, and have for many decades. And I've never blown a speaker.
