You have a microphonic tube (most likely). With the amp on, vol at low, LIGHTLY tap each tube with the eraser end of a pencil or a wooden chopsticks. You'll prolly find one tube acts like a microphone and ampifies the tapping noise.

This tube needs replacing. If no tube responds this way---you may have other loosey-goosey issues with the board or other components. Maybe best left for a good tech.

No shock from touching the glass or base of tubes. You can get a shock if you touch the tube pins while the amp is on (unlikely), but a hot output tubes can seriously burn your fingers if you touch the glass. :!:

My fingers can stand most preamp tubes when they are hot, but they are still too hot for some people. It's also not the best idea to remove or replace tubes with the amp on.

Best to turn the amp off and let the tubes cool before removing/replacing.
