The metal cages around tubes are for shielding the tubes from picking up electrical noise. It's primarily for technical reasons, not safety (although it does prevent people from touching hot tubes).

He's talking about the new cages that have been added to many new amps that block access to the tubes. You can see one across the opening of this BJr back panel, it extends underneath the tubes also.
