is it safe to run a Hot Rod Deluxe III on the more drive channel with the drive on around 1-2 o'clock, the master on around 1 o'clock. All the tones are at about noon with a little reverb and presence. and then use a OD pedal on top of that for some parts? The OD is not set for a huge increase in volume just a tad like a tube driver. the reason I ask is that I have blown 2 preamp tubes already and it just seems strange. I even have the guitar chord into the low input (#2)

Blown? Did the tubes just quit, or rattle, or microphonic? You can indeed have too much signal (any amp), but many times you will get a squealing from the amp, indicating a signal that is too hot, before a tube dies (not always). Too much distortion (the bad kind) is not good for tubes. This is along the same lines as running output tubes at too high an idle current, it will shorten the tubes life even though it may sound pleasing to your ear. If you want a nice drive channel distortion, try some GT 12AX7-C preamp tubes (at least V1 and V2), then you may not even need to add an OD pedal.

the first time the V3 tube went microphonic and squealed like a pig. The second time the amp started a kinda cracking static sound with a fluctuating rise and fall in volume. I took it back (under warranty) they replaced V1 preamp tube but as soon as I plugged in the same cracking static sound with a fluctuating rise and fall in volume occurred. I LOVE THIS AMP!!!! but am worried. are there "tougher" preamp tubes I can use?

Sounds like the last trip to the shop was a waste, they didn't fix the problem. Maybe V2 needs replaced? Hard to say, but the static/crackling sound is usually a preamp issue, while the dropping in volume might be an output section issue. But, in this case I would strongly suspect poor solder joints, especially on the tube sockets. Easiest thing to do would be to try a new tube in each position (V1, V2, V3), one at a time without using any pedals. Put new tube in V1, still have noise then replace original in V1 and try new tube in V2, etc. The solder joints should be inspected closely. I think that you are assuming that the pedal is causing the problem, it might be, but maybe not.

I just hope this is an anomaly that can be taken care of an not an inherent problem with the amp. I really really love this amp but would hate to find out that it just can't handle my settings. I have a cheep $@! Peavy Valveking amp the takes a lickin and keeps on tickin but this is my second Fender amp (first one was a SuperSonic 60 combo) that has had similar issues. I traded my SS amp for the HRDXIII. I was very happy by the sound I got with the Hot Rod but then these issues popped up...

Tube problems are an "inherent problem" in any tube amp, you will occasionally lose a tube or two. If you took your amp to the shop, and it had the same problem when you brought it back, that is a problem with the shop not fixing your amp, it isn't the amp's fault. So if the amp wasn't fixed, it is not an inherent amp problem. You might have to be more assertive at the shop and demand that they fix it this time. Try the amp out before leaving the shop next time.
