I own a Fender Rumble 15 watt bass amplifier. It is a decent amp except that when you turn the volume up to half way the low end starts to get fuzzy. I was thinking about changing the speaker to one that has a higher power rating to eliminate the fuzz. It is an 8 inch speaker. Is this safe to do? Will a speaker with a higher power rating damage the amplifier?

No, as long as the impedance is the same. 8 ohm, 4 ohm. Lower impedance will damage the amp if it's not designed for it. If your bass has a preamp, or you are playing through a stomp box or another gain stage, try turning the gain down on those and turn the volume up on the amp and see if it still happens. If it does, or does it when just the bass is plugged in, it's likely the speaker is damaged.
