Neither true or false. I hate blanket statements like that quote. It depends on the amp, guitar, pedal, and most importantly YOUR ears. What might sound good to the dufus that made that quote might sound like poo to you. There are no rules, use whatever pedal and amp combination you want :D

I agree as well.
I play my pedals through my Mustang 2 and my Mesa Express 5:25.
They both sound uniquely different... and I'm happy for the variety. :D :D
