I was told that the Super Champ XD was pre-biased from the factory and was not meant to be re-biased upon tube change. They said that it was biased on the cold side so it would not sonically benefit from better tubes. I am about to buy a set of tubes and would like to know if this is this true?

Stanroy, I don't think anyone is ignoring you. There are a couple recent threads on tubes that you can read and that should help you with your questions. I don't think they bias an amp cold on purpose. I think they set it to with in tolerance and then ship it. Biasing an amp cold or hot does have an impact on your tone but I'm not sure how much as I try to keep mine to the recommended settings.

it is Pre-biased at the factory. It's called cathode biased, the voltage is set with a capacitor/resistor combo. It can be changed but you have to change the value on the resistor. But really there are enough power tubes out there that with this set up you can just throw in there and not have to worry about a rebias. All the 6v6 tube types out there, they all sound different even the same 6v6 tube from the same manufacturer. So try to pick up as many 6v6 tubes that you can, they are very cheap to buy. I suggest you start with a JJ/tesla 6v6. i have used then in all of my amps and they sound wonderful and alot of people are going with JJ's
