Yes, there was a shift in the time space continuum! If I have it straight,... the first poster (RodneyR1212) was to choose between Egnater rebel 20 or the 57 CHAMP.....the second poster (adampgreen01) had a budget of around $100....they both live in an apartment....lots of amp suggestions....they find out that Spock is still alive......oh, wait, that last part was some other guys. I would say to any one in an apartment that anything louder than a 5-watt tube amp is still going to bother the neighbors, depending on the age of the neighbors. ;)

For what it's worth, the Champion 600 5-watt is a decent little amp for the money, $150 or less, new at GC or on eBay. Even cranked up, it shouldn't bother anyone in the next room. It sounds somewhat like an old 50s Champ, and can be easily modified for more sounds. It can be plugged into an external speaker for even more volume using the speaker jack. Sounds good with single-coil or hum-buckers. You can use effects pedals with it. For a first amp, or for an apartment amp it would be hard to beat at that price. :)

5 watts can get pretty loud. I rehearse and do small gigs with a 6 watt SF Champ.

I have a Vox Pathfinder 15 R that cost $130 Cdn,has reverb and tremolo and also has an earphone jack for private listening.The 15 R doesn't have the chime and sparkle of the AC 15 or 30 but with it's master volume you an get deep throaty tones at living room volumes.
