Whats your opinion on an amp that fits the following criteria?

Fender brand **Tube amp**
Under 40w
Good with power attenuator (or has a power selector)
Clean sounding but can distort up well if desired
Single or multiple channel (therefore optional)
Handles effects well including overdrive/distortion
Easy to mod if it doesn't readily have these features
Simple design - purest tone path

Headphones out and line out a bonus
Effects loop bonus

Does such an amp exist and if so which one?
If you cannot possibly think of a fender product name a brand that does fit (but only as a last resort).

65 Deluxe Reverb Reissue
One of the best low wattage amps out there. Incredible tone, great reverb and really reliable. A totally professional piece of equipment.

It doesn't have a loop. Personally, I don't even use the loop. I really don't find it that much of a plus at all. None of my other amps have one so I guess I'm just used to it. My Egnater Rebel 20 is currently the only amp I own with a loop.

You may want to give an Egnater Rebel 20 or 30 a look too. Tons of features for the money. They have variable watts from 1-30 depending on the model, the also have both 6V6 AND EL84 power tubes that can be blended to any degree, bright and tight switches can do clean to massive gain and cuts the mix like a knife. The 30 is 2 channels. Each channel has it's own reverb and eq and individual watt controls for each channel. It's footswitchable. The 30 also has a silent record feature.

Like I said, I have the Rebel 20 and it's totally amazing. Built like a tank too. Just a seriously versatile amp. No headphone jack, but the Weber will work fine with it.

Not too many PCB amps are easy to mod. You would have to go back a ways and get a hand wired amp for that.

I agree with Supro.Either the Deluxe Reverb or the Egnater .I almost bought an Egnater, but decided I wasnt much of a knob turner so I opted for the Deluxe Reverb and couldnt be happier.It has 2 channels, but if you want overdrive you need to use a pedal or push it past 4 .Really nice clean and I was amazed at how well it cuts thru the mix.Very versitile and really lush reverb.I have a blues deluxe and a 59 bassman as well as a blues jr and the drri is by far my favorite.Really you cant go wrong with either one.

I think i found you the perfect amp

Blackstar series one 45 has all of the features you want. (Except for the fender part... and its only 5 watts above you minimum.)

Its got a built in power soak that can get it all the way down to 4.5 watts,
its got a great clean and a bright and warm switch for plexi sounds,
its two channeled with a overdrive,
it has an effects loop with a DB switch so it can probably handle effects well,
im not sure whether its easy to mod i couldnt tell you that,
and it is relitively simple.

And its got a line out in both XLR and 1/4"" jack that i think that you can put headphones into.

Its also got a "Silent Recording" mode which allows you to leave the amp on standby and you can use the line outs and not have anything coming out the speakers.

Further more its got a switch you can change the ohm rating with (4 8 16).
and its got blackstar's ISF (Infinite Shape Feature) which allows you to infinitely adjust the response of the tone control network between any of the traditional voicings. (You can get it more American sounding or more UK sounding)
