I have a Blues jr that I play my American standard strat through. The Blues jr has enough power for me however I would like a bigger sound. Now I can either upgrade to the hot rod deluxe to have a bigger cab or my other option which is even cheaper is to purchase a Marshall 2x12 extension cab for around $330.00 (made in UK)
Which do you think is my best option?

You should consider the Blues Deluxe Reissue, it sounds better than the HRD. I tried a 4-10" Marshall cab for my BJ and didn't like it. But you're right, the tiny size of the BJ cab simply doesn't give you enough THUNK.

You might try a variety of single 12" cabs, be cheaper than the 2-12s and if it was bass ported well could work for you.

But for gigs and jamming having to haul around a separate cab is a hassle. I'd play a BDRI (or a used BD) in a venue where you could crank it a bit with your ax. At least up to "4". I think you're going to be amazed and realize it's in a whole other league from the BJ. The Fender physics wizards got the cab size just right for optimum resonance--it has a HUGE bottom end for its size.

Around here, the BD(RI) is THE go to amp for blues gigs. In most average sized bars, it breaks up at just the right volume with just the right creamy soul-tone to get the numbers from the knockouts. It's all about the THUNK, baby.

I would say to get the hot rod deluxe if you want to preserve that "fender tone. But like that other dude said, you should look around and try things out before you buy.
