I just bought a 90ish blues deville 212 used and i like the amp top to bottom.I enjoy learning about the upgrades that the amp needs [input jacks-plastic to metal] as well as mods- master volume-100k ohm linear pot upgraded to a 100 or a 250k ohm audio pot , also doing the soldering and hands on work . I built a volume box to go in my fx loop,[2 metal jacks and a 1 meg ohm audio pot] It works great but when i switch from on to stand by i get a loud popping sound. then when i switch from on to off another loud popping sound. The volume pots are turned off or low and it still pops'''''' also if anyone could recommend upgrades to improve this wonderful amp.

Be careful modding any Fender PCB amp. The traces are thin on the board and lift easily epically on a Hot Rod Series. If it's wonderful, why mess with it. Just enjoy it as it is. If it's a great amp, it shouldn't "need" anything but tube changes once in a while.
Popping from standby happens. My Twin and HRDlx do it, the Bandmaster and Vibrolux did it too when I had them.

my blues deville 212 that pops is not the hot rod series does anyone have any popping sounds when turning to stand by or to the off position when they have pedals plugged to the fx loop? mine pops with a 1 meg ohm audio pot volume box.....help would be appreciated

Like I said, most of my Fender amps pop from standby not real loud, but it's there. The circuit in your amp has a a lot of the same design flaws as the Hot Rod series. They were discontinued around 1996 and replaced with the Hot Rod Deville/Deluxe. Could be time for a cap job if it pops with the volume down and nothing plugged into it.
