I have heard rumors that this amp is not all tube and has some kind of solid state-ness with the preamp or power section. Anyone know the final word?

It is all valve. Valve pre amp and power amp but has modelling technology too like the vibrochamp xd.

Is the modeling always active or only when the effects are engaged?

I believe it's only when the effects are engaged, but I'm not totally sure on that. Even if it's not, it sounds good anyway. :)

I don't think there is any modeling at all. There are 2 op-amp circuits in the pre amp stage I believe. The amp sounds very good to me and I have been using it for about 6 weeks and it has been great. I use the on board effects and a Maxon 808 and that is it! Being a little long in the tooth this has simplified my set up. I have the Deluxe VM and I did change the tubes to JJ's and swapped speakers to an Emminence Lil Texas that I alredy had but the stock spkr was ok.

Not really my thing, but I'm comparing it to an original 74 SF Bandmaster. To me the effects and reverb sound digital and cheesy. I guess it all depends on what you like and what you're used to. I'm not too thrilled with the build quality either.

Not even close. All ss til the power amp on clean. ss/tube hybrid on distortion.

It is a hybrid.
They may be made in China too :? Though I'm not sure. When I tried it out, I never looked because I didn't like the amp. I loved my old Bandmaster and had high hopes it would be its successor but I was wrong. It wasn't even close to my original's tone to the bone complex tone.

The signal from your guitar goes into a TL 072 solid state op-amp instead of a tube. Same for both Bandmaster & Deluxe VM. There's schematics for both on the fender site.
the following URL takes you to a review that should help answer some of your questions.

Seems like this could be a nice sounding amp, but no, it's not all tube

It's a shame a lot of young players will never experience what the "real" Fender sound and rock solid reliability really is. Amps built by hand with American components and labor. The closest you'll get is the 57 Deluxe reissue for a ptp wired amp. The Bassman, Twin and DRRI are fine amps, but still not the same. They are just assembled here and the tube sockets and a couple switches are wired to the board. Many connections are spade connected and not even soldered.

The review says the clean channel doesn't break up until you push it past 9. I'm guessing this is due to the partial solid state preamp. It looks like I will be purchasing another brand as I like the sound of a dimed out clean channel. This is too bad. Fender is trying to cut corners and not put out pure tube tone.

You should try it anyway. Breakup is very subjective. I thought it broke up around 6 or so on the one I tried, but my main amp is a Twin so I have a different take on clean. Just remember speaker breaup is different the tube distortion. Some guys say the HRDlx is clean till 5 or 6, to me mine dirties up around 3-4. That's why I bought it. I play in a few blues bands and like the breakup. Tubes have a lot to do with it too. I just didn't like the sound of either VM. I generally don't like hybrids except for a 65 watt Music Man amp I had years ago. If I remember correctly, it had a tube power section and a ss preamp section. It was a lot of years ago and I've owned many, many amps since then, and I've lost a couple of brain cells since then too so the details are a little fuzzy.
