I am looking into buying a used hot rod deluxe. The one I just played
is made in mex ... but I'm seeing some are made in usa ...
Can anybody tell me the difference & preference?

All the recent and new reissue ones are now made in Mexico.
Some of the originals were made in the US.

Production moved over to Mexico to get the cheaper labor rates.
Finding an older US made one may not be so easy.

I'd steer clear of the American HRDlx just due to their age. I believe they came out around 1995. They are probably getting ready for maintenance, cap jobs and other problems. The Mexican made amps are no better or worse. It's the same production procedures that have always been used.
The couple of techs I know hate working on them because the traces lift so easily.
