are all the speaker connections solid. Also i found my vibrochamp doesnt produce till the gain and volume are on 2. Other than that check the valves are seated properly, the fuse hasnt blown as soon as you installed it (its happened to me).
Does the amp his when its flat out on max possible gain settings? If so you know the speakers ok, check your lead.
Do the valves get hot? If so it could be speaker problems or at worst the output transformer.

Mine did the same thing. It was the 12AX7 Pre-Amp tube. Dead, No Sound, BUT the tubes were all glowing. I think the SCXD only uses one side of the pre-amp tube. You say you replaced tubes, but who knows, maybe the "new" pre-amp is bad too. Check all of the tubes seating also. Putting them in is a pain, and may have bent one of the contacts.
