Where are FRONTMAN series amps made? China? Mexico?
I just need enough of an amp to playback my looper loops
with sufficient volume that its not drowned out by my orange
tiny terror head and ppc212 cabinet. Clarity and bass are very
important to me. I don't need distortion or dsp. Suggestions?

I have an older Fender Frontman 15 circa 2000. It was made in Mexico. This amp is much maligned, but for a practice amp it's fairly decent in that it has nice clean tones. The distortion channel is too fizzy in my opinion and sucks. Perhaps that's where the bad reputation comes from. It has an 8 ohm speaker out connection, and through my Lopo Line 1X15" cab witn an Eminence Big Ben speaker, the tone is quite good, considerably better than through the stock 8" speaker as you'd expect. Even without an external cab, this amp is loud. For bedroom volume levels, I rarely turn it past 1. My other amps include a late 80's Fender London 185 (awesome, great clean and distortion too), an Epihone Valve Jr. Head (has tube tone, but still not quite there for me), a 1983 Polytone Mini Brute (a III I believe, with a 15" speaker, nice), a Pignose, and a Pignose Hog 30 (quite nice, clean but takes pedals well).
