I have a Cyber Twin SE that has worked well for many years, but now I am having two issues:

1. I turned it on recently and now there is a crackling noise coming from the left speaker only. Not super loud, but loud enough to be annoying. Crackling is there regardless of whether or not a guitar or cable is plugged in, nothing else plugged into any of the jacks. Also, it does not get louder or quieter when the volume or master volume knobs are adjusted. I swapped the jacks going to the speakers and then it comes out the right speaker instead. Also, if I plug in headphones, I can faintly hear the crackling in the left headphone.

2. When I plugged in the headphones to troubleshoot issue #1, I noticed that the speakers began to hum instead of completely muting. Again, not super loud, but enough to be annoying. I've never actually plugged in headphones before this--does anyone know if this is normal behavior, or perhaps a clue to the root cause of issue #1?

Thought about swapping the two tubes to see if that helps, but it doesn't seem like the tubes would be the problem if only the left output is affected.

Please let me know if you have any thoughts. Thanks!

The signal goes through a number of potential failure points. The Effects return jacks have critical switching in them. P3 and P2 connectors carry the signal as well.
Given the age of the amp, cleaning all the jacks is in order. A complete resolder of the jacks and cleaning connectors might be necessary to get it to a reliable state.
The headphone jack has no interrupt switch in it. It uses a muting switch that sends a signal back to the CPU to mute. The hum may be a secondary symptom of a weak power supply for the ICs.
I think its earned some tech time...

Thanks, Tim. When you say clean the connectors, do you mean the plugs that connect the internal PC boards together?

Start with what's easiest. Clean the jacks from the outside first. Use a little spray or squirt a little isopropyl inside and insert a plug multiple times to exercise the jack switches.
Only when external maintenance has been tried should you go inside.
Once opened up, cleaning connectors and resoldering maintenance should be comprehensive, not touch and go. This is an older unit and probably has multiple issue that should be addressed.
