Looks like a shorted power tube (EL84).

These should be replaced as a matched pair.

Hopefully it has not taken out anything else in the amp.
Do not "test" it again until the tubes are replaced, but honestly, if you are not experienced in looking for problems on the PCB or components, I'd take it to a qualified tech.

Remove both EL84.
Put new fuse,
Power ON the amp. It is safe to operate the amp with no output power tubes
If fuse did not blow, it is a short EL84. Replace both.

Replace by exactly the same brand if you don't want to do a bias by a amp tech.

To try 5 fuse before coming to find out here on the forum was not a good idea.
Tried a single fuse or two at maximum would have been enough.
With 5 fuses, the amp may have been damaged, but it is not certain.
I hope you have not put a fuse more powerful than the original, it would be very risky for the amp.

Amp should see a good amp tech to a complet check up.
As you are living in Europe, there are not many amp tech. :(

You can order same EL84 as the original one and try directly in the amp and see what happened .
If you are lucky a bit, amp will be OK and bias in the safe limit. :)
