Hey Guys,
I recently purchased a used Fender Deluxe Reissue. It's probably about 4 years old and I noticed that it had a high pitched ringing sound when it's plugged in. it sounds as if your ears are ringing. The amp rings no matter what volume it's at, even if it doesn't have anything plugged into the input, and I've plugged into my power conditioned Voodoo lab just to make sure it wasn't dirty power. I've replace the power amp and pre amp tubes and it still is ringing. Help me out here! Any ideas on what it might be and how to fix it?

Welcome to the Forum. Sorry its unfortunate circumstances that drove you here.
That is a weird problem. Its too new for component failure. A fresh set of tubes removes alot of possibilities. The wildcard is the lead free solder and its myriad of failures.
You didn't say if the ringing gets louder with volume changes. This is an important clue.
Most high frequency ringing is from ungrounded circuits that are oscillating.
Be sure the jack nuts are tight and the ground wires inside are tightly connected.
Tracking it down involves turning on the amp and setting up the symptom. Then start pulling tubes. Start with the small preamp tubes on the left, looking from the back. Let us know how it goes...
When the symptom goes away, that is the location of the ring. If the preamp tubes don't reveal a culprit, pull one power tube at a time.

It might also be loose windings on a tranny.
