Hello.
I just got an amp from a pawn shop and would like to date it. I opened it and saw the wiring and on the PCB there is Fender 1991,97 Copyright.
I've checked with other amps on ebay, but none seems to be exactly the same on the back (especially with the ground jack next to the serial number sticker).
Also, the QA sticker shows some letter which I cannot decide whether they are "CHS" or "CH5" and "TB" ot "TB".

Here are some pics. I appreciate all help.

That "ground jack" is NOT original to the amp and needs to be investigated. On a stock TRRI made prior to 2006 there would be a Carling single-pole/double-pole switch there (to simulate what would be found on an original blackface amp) but not wired to anything -- IOW, a dummy switch.

If there's a jack installed there, you need to figure out what it's connected to and what it's function is.

So it would be just an installed, but not wired switch?
I will open the amp again and show you the images. I didn't check the first time I opened.
Thanks!

Correct.

Both my '93 DRRI and '99 TRRI have this dummy switch.

It looks to me to be JL-3 or JB on the "last line", which would indicate Dec. 99 or Feb. 99
But it is no earlier than 97 or the patent # would not be present unless the back panel was changed.
I didn't download and zoom your photos and my eyes aren't really much good anymore but that's what I see.
How is it sounding is what really matters!

It is “JB”, Feb 99.

The first initials are the inspector, last initials are the date.

Some amp tags have no inspector initials, and only the date code, and sometimes the inspector initials and date code are stamped instead of written.
