Hi guys.

Long term lurker. Great site.

My Blues Junior has been making some underlying buzzing and the bass notes arent responding right. Seems down on output power a bit too. All tubes replaced and no difference.

So I just checked the tube sockets, and v4 (1st output tube) feels scratchy when removing or wiggling it (like there is grit/glass shavings in the socket is best way to describe), and then when I looked closely, noticed the board looks like it's a bit burned next to v4.

Has this been arcing??

If it has, it would explain the weird distortion I'm getting and the weird feel, like it's running out of power on bass notes...

Sounds like one of your original output tubes shorted and took out a screen grid resistor. The new tube(s) won’t conduct if the SGR is bad.
