Got a new Fender Blues Deluxe Reissue, and it’s missing the tube stabilizer.

Just wondering if it’s really necessary, and does it minimize microphonics enough to justify going to the trouble of getting one?

If it were me, I'd get one just in case.
You will know if get microphonics.
There won't be any wondering if that's normal or not.

It doesn't just have to be the Fender part.
There are other options available, if you're interested.
Many people like the high-heat silicone rings, available lots of places.
You need more than one per tube though.
2 or 3 spaced equi-distant works well.

Just think of how awesome a guitar player you could have been by now if you had only spent the last 10 years practicing instead of obsessing over pickups and roasted maple necks.
