I have a 1995 Blues Deville 212 that has been through quite a few shows, but has stood strong through 20 years. I started having problems with it 4 years ago where after 20 minutes or so of playing loud the amp would cut to 1/4 volume or so (slightly distorted) and if I turned it up all the way, no volume increase.

I took it to an amp tech recently, and he said he cleaned it up some joints, replaced the tubes and it was working perfectly......Since then, I have only played it in my apartment at low volumes as a different amp took over band duties. I finally decided to take it to rehearsal last night, and 30 seconds after hitting my OCD pedal and driving the amp, it cut out to that 1/4 volume or so again (maybe less).

I checked the tubes, and one of the power tubes was cold and out. I turned the amp off and let it sit, and turned it back on and it worked full power again for a minute and then the problem occurred again.

Would the one tube being out cause this issue? Or are these separate issues? I want to know if I can just order new tubes and replace, or if I need to take it to a tech again... Thanks!

The vibrations from the speaker may be aggravating an intermittent connection at high volume.
Power tubes usually don't go intermittent. But look at the soldering on pins 2 &7 of the suspect tube. If it looks cracked around the wire sticking out of the pin, you can heat them up with a soldering iron and reflow the solder.
If the tubes are ok, its likely the sockets need resoldering.
At that age, I would recommend resoldering the entire amp if you want it gig reliable.
