It has a plate mounted to the inside/top of the cabinet, that hangs down that when the chassis is in it acts as a sort of seat for a transformer, perhaps intended to be a shock absorber, as it's covered in like 1/8 inch foam, or or maybe it's even designed to stop rattle, but alas, IT is the thing that is rattling.

It is held in by two screws but they just turn, but don't tighten so as a result it shifts around. I don't know if that is by design and it shifts for a reason, or if it's just poorly screwed into the wood of the cabinet. Either way, it's not tightened down. Now that I'm aware of it, I can reach in the back of the amp and rattle it around myself.

Anyone know what this plates purpose is? Can it simply be removed? Or is it serving some deeper purpose?

I'm inclined to just remove it, and therefore kill the rattle. I've never seen one in a vintage amp so I suspect it may be some new fangled, modern safety thing like the tube cage, which I already removed.

A picture would help, immensely. I haven't seen inside one personally. Sounds poorly installed from what you describe though, I thought you where talking about the rectifier/output tube cage.
