Yes, there is a jack for footswitch to control the "fat" circuit. The jack is right beside the speaker jack.

I don't believe so, the "SE" is the Chinese built Bjr version and the FAT switch and button were removed to further cut costs. Here is the description from Fender.

The new ‘Special Edition’ range of Hot Rod amps are made in China and deliver the same unmistakable Fender tone, reliability and features at a lower price. The Blues Junior SE is a 15-watt tube amp with single 12-inch speaker, the perfect size for playing electric guitar in the home, studio, or modestly-sized venues. It is nearly identical to our top-selling Blues Junior III amplifier, but offered in this Special Edition with slightly different covering, handle, speaker, and front & rear name plates. The FAT button and FAT footswitch have been omitted to help reduce cost."
