Having issues concerning a highly distorted but VERY low volume output with this amplifier. Volume control must be turned all the way up to even get sound. No clean tone what so ever. Has new output tubes, all caps replaced, and a leaking resistor has been replaced. From what I understand this amp also has a fixed bias therefore can not be adjusted. Before new output tubes it just had a bad hum. Any recommendations on what to check next?

My first thought would be a bad solder joint on the new caps/resistor or a compromised trace.

Do you have the speaker connected to the correct output jack?

If you have a problem that appears after a repair, check your work first. Reinstall the old tubes and see what happens.

My thought as well. After removing/replacing chassis, easy enough to plug into the wrong jack.

Bias need a qualified tech to replace resistor if needed. Not the best bias do not give a low volume.

Very low volume ;
1- Check all 12XX7 tubes, not only 6L6s
2- Check power supply voltages and or solders
3- Phase inverter circuit have a bad resistor
4- Output transformer is bad.
5- Speaker or speaker circuit are bad.
