tried using the Rock Crusher with my EVH 5150 iii and it keeps blowing the 1 amp 250 volt fuse on the pc board inside the amp. I can crank the volume up without it, but when loaded it blows the fuse at about half volume.

1- Power output tubes may have a too hot bias.
2- or output tube (s) are defective .
3- or impedance are wrong.
4- Attenuator is defective.
5- wrong cable between amp and attenuator / speaker ; don't use guitar cord

I had the original power tubes in it the first time I blew the fuse, I replaced them with a new matched set of JJ 6L6GC tubes and blew the fuse again. I am using heavy speaker cables.

Um, in looking at the schematic, I don't see a 1 amp fuse. 2 amp is the smallest I see.
Which fuse is it labeled?

1 amp fuse in the power supply. I agree with stratele52, check the bias, it could be too hot. Changing output tubes without checking/setting the bias is not a good idea. After that, look at the power supply filter caps.

Check the bias and adjust if needed is the first thing to do.
After doing that we can talk more about other issues, now is useless.

Another issues are ; bad contacts / solder doing spark and blow fuse. You need electronic skill and experience to find them and fix.
Output transformer .
Rock Crusher.

Wrong bias or bad output tubes is most of the time the issue of fuse blowing
