I'm curious to know if the cabinet is RF-shielded as with the vintage Fender amps.

Great idea. I tired it without the pedal switch and I still get noise on the volume, and even MORE RF on the reverb. Without the pedal the RF on the reverb channel is even more clear. It seems to dial into a more specific band of frequencies.

You can try better shielded coax cables from amp to reverb tank. Maybe, something like this? Make sure all contacts are clean and tight (input, speaker, EFX, and esp tubes to sockets).

I like Deoxit D100 lightly applied to both contact surfaces. Work it in a few times, to insure clean contact. You'd be surprised out how many issues with tube amps are due to dirty tube contact.

You never know until you try. It made a difference with my relatively new SS22.

More knowledgable amp guys may diasagree, but I doubt it. The noise is coming from the amp and putting a pedal in front will not reduce noise introduced later in the signal chain.

I always use a Hum-X to try to reduce noise, but I cannot say conclusively that it helps. GC and Amazon have them for about $50.

You may find lower gain preamp tubes will help. I put a 5751 in my V1 on my SuperSonic 22. This helped. A little. In the end, the best solution was to put a volume pedal in effects loop at 25% and crank the power amp to 7 for living room/mic'ed recording. In the case of the SS22, the noise is from the preamp and the power amp is deliciously quiet.

I do not know where the noise originates on the CDR and, alas, no effects loop.

Are you sure you want to keep the thing? Just asking.

Thank you for your help! I'm not sure that another tube amp would perform any better in my environment. The only other tube amp I've tried at home is the Line 6 DT25, and the CDR a pretty high end amp, so I don't want to drop another 1K-2K on a Two Rock (or other boutique amp) without knowing that it would function any better.

Thankfully, I'm living in a duplex and my wife and I hope to buy a house in the next 1-2 years.

OK, here are some practical cures for the radio stations and maybe the white noise. Like most cures, their effects are supression of symptoms. Elimination is seldom possible.
First is a special input cable that cancels noise by injecting it out of phase.
Start with a good 2-conductor shielded cable. A XLR or TRS cable works fine. Cut the ends off. Connect 1/4" TS connectors as usual. Now connect the extra wire to ground on one end and nothing on the other end. The grounded end must be oriented to the amp end to work right. So you need to label it as a directional cable.
This creates an antenna of interference. When connected to the ground, it injects the interference in 180 opposite phase.
In the extreme case you describe, you will need one for each cable between pedals etc. I have even rewired guitars in this manner.
While this may remedy external issues, it sounds like you should put snap on ferrite donuts on the AC line, the reverb and speaker connections to prevent the noise from entering the chassis. These are available from computer suppliers.
Run a ground wire to the speaker frame to reduce reradiation.
Then get an AC polarity tester from a hardware store an ensure the grounds are good.
Go outside your house and tighten the wire clamp on the ground rod to your electrical service. Then pour a gallon of salt water into the area around the ground rod.

You know... check the tubes to pins contact, before doing all kinds of other stuff. Nearly every amp that had RFI issues were simple cleaning sockets and pins problems.
