Hi. I'm an amateur guitarist with a Fender Blues Deluxe amp. At 40 watts, it's a bit too much power for my house. Is there a low wattage head that I can use with my Blues Deluxe so I can drive the tubes more without the volume? Is that an option or do I need to just purchase a little low wattage combo?

There is not only one or easy answer.
Low wattage to drive tubes to play in house at low volume is less than 5 watts.

And this head may don't have the tone you like on your Blues deluxe :(

For the same price of a 5 watts head ( wich one ? ) you are better to buy a amp attenuator for speaker or overdrive pedal.
Most of my friend who tried attenuator find amp tone is better with only overdrive pedal.

Not my idea, or something I use with my Fender Blues Deluxe.

Try a Google search on an effects loop "Volume Box for a Blues Deluxe". Its just a variable resistor you can build yourself, used in the effects loop to cut the signal level.

Think of it this way. You can watch Star Wars in a theater, with Surround Sound, or you can watch it on your phone... with earbuds.
Which is better?
You could get a real attenuator. It's device you plug in between the amp and the speaker. Attenuators allow you to turn up the power section and reduce the loudness before it gets to the speaker.
Anything else is just a master volume between the pre-amp and power amp, which you already have.
But, you're removing the speaker from the equation. It's no longer adding much to the sound. Life's a trade-off.
Or use pedals for overdrive sounds. Or something with headphones.
To "drive the tubes more without the volume" is a pure internet myth. 100% pure bunk.
