I have a Mustang III v2 amp and I purchased it brand new back in 2014. Ever since I've owned it, I noticed that whenever I turn the Master Volume knob up from zero, at around the 2 mark, the amp volume makes static noise and the volume quickly cuts in/out right at that 2 mark, but quickly disappears as I continue to increase the volume upward. (Seems to behave almost like a dirty guitar pot, so to speak).

Anyone have any recommendations to fix it? Would be greatly appreciated.

I would make a warranty claim.

1- Warranty if you can.

2- Look a dirty pot or broken solder ; Clean pot with contact cleaner , you must open the amp to spray cleaner in pot.

If you can't , try turning pot from 0 to 10 at least 20 times . This may clean the pot.

But warranty first.
