Can forum members or perhaps the Fender online mods tell me if this is normal for the Champion amps:

--when I turn the amp to "off" the amp will make a loud sound like it is "shorting out." Will occur regardless of the setting for the amp volume control. This occurs using different electrical receptacles in the house.

Is this normal? Or do I need a repairman?

I'm no amp expert, one of them is sure to answer, but I have an opinion. It's normal to have a quite pop when you shut it down, (I power down with the volume zeroed). But a sound like that may be a bad switch or some other problem. I say get it checked.

I second dirty/pitted switch contacts. You can try contact cleaner. Ultimately, you may need a new switch.

There are two kinds of pops at turn off.
First can occur just as the switch is flipped.
The contacts in the switch arc as it opens and the spark can be heard through the audio circuits. It can be helped with a .01uF 400 volt capacitor across the AC power switch.
The second type of pop happens a second or so after the power switch is flipped off.
This occurs when the power supplies are discharging. They can dump their current through the audio circuits which can cause a loud Thump.
This is normal for most solid state amps.

The OP problems sound like arc-ing of dirty switch contacts, more than thumping of caps discharging --- after turning amp off. No?

I m not betting one way or the other as to where the pop is coming from, I am simply describing the source of pops. The OP can decide. And the pop may certainly coming from the switch. But just because the switch is noisy doesn't mean its faulty or that a new one will eliminate the pop. It's normal for many amps to pop like that.
I don't think the switch is faulty because this amp has a low current inrush at turn on. It seems unlikely that it would be damaged from arcing.
