Test fuses w/ a DMM for continuity. Fuses can look OK and still be bad.

If you have a spare 2 or 2-1/2 amp slow-blow fuse --- try it. Do you have a bias tool or some such adapter to measure the idle bias of the 6L6GC's?

Have you tried plugging the amp into an external cab? To rule out speaker issues.
