I bought a '73 Princeton Silverface a few yrs ago and it came with black chassis straps and handle mounts. Did Fender ever ship with black hardware or would those have been after-market replacements (or maybe painted by original owner)?

Most likely painted by a previous owner. Standard hardware color back then was nickel plate (chrome on tilt-back legs).

Black chassis strap with black hardware are an after market strap or painted .

Naval jelly or Simichrome applied with a soft cloth will safely remove paint and leave the underlying plating unscathed.

If it turns out that the paint was concealing severely-corroded plating, vintage-spec replacement hardware remains both plentiful and inexpensive.
