What is that black piece of board under the jewel light connection? Is it okay if it's missing on an amp?

It's a piece of dielectric fiberboard, installed to insulate the wiring terminals of the pilot lamp assemby to prevent the heater wiring from grounding out to the chassis in the event that the lamp socket becomes loose from the front panel. Thus, it's a safety issue. This fiberboard isolater is present on all vintage Fender amps from the brownface, blackface, and silverface eras.
