Is $30 for a 15" JBL D130F a reasonable price, considering it needs to be reconed?

Yes, as long as the frame is not warped.

Lay it face down on an absolutely flat surface to ascertain. No "wiggling" = a usable re-buildable basket.

That depends upon who does the re-cone and what parts they use.

Orange County Speaker Service does some fabulous work but their prices are just this side of outrageous. Using the best aftermarket coil/cone assemblies available, a D130F is over two hundred bucks. They offer a "budget" rebuild that runs a skosh over $100. I prefer Dusty's Re-Coning Service in Connecticut -- his quality is outstanding, the prices more than reasonable, and he offers cosmetic restorations as well. If you want real JBL tone, you could do a lot worse than his shop. I used to rely on Ron Neal up in Sacramento but I've heard anecdotally that his quality has slipped of late (he's getting up in years). And no -- I would never recommend Weber for re-coning a JBL.
