my friend has an early 60s fender head. he says he thinks its a deluxe. it also takes about an hour for the tubes to warm up all the way. does he just need new tubes or what???

if so, which 6L6s sound most like the original ones?

What do you mean warm up? Are you talking about getting tubes to a certain temperature like to hot to the touch or just the amp to start to make sound.

Yes something wrong with tube. Probably one tube , preamp ? Or the amp itself.

Tell to your friend to remove each tube, clean contacts with contact cleaner and put in place.
Probably bad socket contact; dirty

if no contact cleaner , remove tube and put in place many time , it clean the contacts.

Amp must be at OFF

Clean tubes or try to swap with know good ones. If not you could have a bad power supply not feeding enough with filament voltage to the tubes

You may want to try "touching-up" or resoldering the heater line connections to the tubes. May have a cold or broken solder point.
