I am rebuilding a Vibrolux reverb that i have. I need to rewire the bias circuit. I picked up some wire from a local electronics store it's rated for 300 volts but it is also states 600 volts peak do you think it would be safe.

For Bias Power supply, 300 volt rating should be fine. You shouldn't be "seeing" much over 100 VAC (even right off the power tranny), for this part of the amp's circuit. The rectified portion usually runs 20-60 VDC (negative, wrt ground). And the total amount of current is in the mA range.

I like to use multi-stranded versus single stranded copper wire, as multi-stranded is less likely to kink and get damaged. Keep the wire away from heat, as much as possible (usual caveat).

For best results, use 60/40 tin/lead solder (stay away from that RoHS stuff).
