I just use a little warm water and a bristle brush to loosen the dirt and a damp cloth to wipe the crud away and leave it reasonably dry. I keep cleaning off the damp cloth to avoid making mud and smearing the crud around. Anything water won't dissolve stays on the tolex and I'm fine with that. I'm mostly concerned with dryed beer, pop and coffee rings. I don't expose my amps to anything more harmful than that.

Tolex is vinyl. Just use a good vinyl cleaner and a soft brush. I use a little Armor-All afterwards.

I've tried Armor-All after cleaning as well. It does make it nice and black but make sure you wipe the Armor-All off as best you can after application. You shouldn't leave it feeling slick to the touch. Keep wiping until it feels reasonably dry. It blackens nicely but it is virtually a dirt magnet if you leave it slopped on.

For regular grime I use just regular dish washing liquid and water but for heavy or caked on stains I use spray 9 and once dry I use Armor All.

I've also had some cabs in the past that were spattered with latex paint and other colloidal contaminants. For those situations I find sparingly-applied mineral spirits dabbed on with a Q-tip works best. Once the spatters are loosened they can safely be "popped free" with a chisel-point toothpick.
