Hello
I have what I think is a 1963 Fender Bassman.
I'm in the process of restoring it, The current state is that the chassis is gone, the knobs are not the cream colored, there is no back cover and worst of all, its has been spray painted black.

What could I do to get the spray paint out of the tolex?

Get a tweed covering for it and relic it. You can also take the tweed and take the natural wood and stain it with paint stain.... Just an idea! 8)

63's were blonde, not tweed.

try goof off (lacquer paint remover) or others on a small spot on the bottom of the head. Worst case, you may need to get it re-tolexed or send to someone if you really wanted to save the original tolex.
