If Stanby Switch is the issue, jumper will show, amp will work and you will heard guitar normaly

Start by doing this first and report.

Use *EXTREME CAUTION* while conducting this test.

Unplug the amp before attaching the "cheater" clips.

Before you plug the jumper cable, put Stanby Switch to play position.
It is not a must but that what I'll do.

Yes, that is my presumption. I do not think that transformers or chokes go bad normally from non-use, but switch contacts can develop corrosion, causing a high impedance situation.

I admit I could be completely wrong, but I have to go with what is the most likely to have happened while the amp sat unused for a period of years.

What I do not know is how many years. Thanks to the pictures that you posted of the caps in the main power supply have date codes from 2015, or maybe 2005.

I do not claim to have "physic powers" or even "intuition". I just go with whatever is probable.

The only thing I would add to that is never, ever operate the amplifier without the proper load on that output. Make sure the speakers are plugged in.

When you test the stand by switch, you dont need tubes installed or jumper wires.....except for rectifier.
Attach ground lead- black to chassis ground.
Turn on amp w/ power switch.
Stand by switch is on as if allowing for tube warm up.
Attach hot lead- red to pin 8 of rectifier tube socket, read voltage in DC. Should be 415-425(will vary based on input voltages) Bad voltage here= bad rectifier tube or PT issue, check AC voltage at pin 4&6=should be balanced 325-345(will vary based on input voltages).
Check DC voltage at pin 3 of output tubes socket. If getting DC voltage here= standby switch is bad.
Switch standby to allow operation.
Check DC voltage of pin 3 and 4 of output tubes socket. Should be 405-415(will vary based on input voltages) = standby switch working and supplying DC voltage to B+(screen grid pin 4) and OT primary(plate voltage to pin 3)

Using a jumper wire over the standby will result in immediate plate voltage and B+ supply, thats why I say no tubes installed to reduce the risk of potential damaged tubes.
No tubes installed will yield slightly higher voltages at output tube sockets.

With no load ( tubes ) voltages could be right with a defective Standby Switch.

If St B swtich have resistive contacts ( half good) current with no load ( tubes) could show the right voltage.

With tubes, a half good(or bad ) switch will show no voltage or very low voltage.

IMO the easy and safest test is jumper on the switch and play guitar on the amp and report.

I wouldn't trust myself to be able to do the tests sferic64 suggests, anyway
I've tested the Standby switch as suggested
Sprayed CC in it
For the sake of it I've also tested external 220/115V power transformer that feeds the amp
All of the above with no success

Forgive what it sure is a dumb question: what does follow both volume pots in the signal path that
can cause the signal to shut at the raising of the volume past 8?

I'm not a wine connoisseur, I drink home made wine
Chardonnay it's sure a good vine, I believe the winemaker is what makes the difference, thou
