What year is your Twin??? Have you tried black plate RCA's for 12AX7's? Tried long plate Mullards? What's in it now?

look up the vintage ones and see what they had in them for stock. You'd be amazed what a vintage quality made tube can do for your tone. best of luck, and please reply with any updates. This is a hot topic for me.

Here's the tube list:
TWIN REVERB 1964-1982 1-6V6/ 2-12AX7
'65 TWIN REVERB 1964 - 1975 4-6L6/ 4-12AX7/ 2-12AT7
REISSUE 1983-86 4-6L6/ 5-12AX7/ 2-12AT7
1994- 4-6L6/ 5-12AX7/ 3-12AT7

The problem I have with my 76 Twin is getting it to break up at reasonable levels. It's a clean amp and was designed to be that way. You could try something like a Bad Bob Booster pedal to push the front end a bit. A booster up front is the only way I could do it without going deaf. My Twin is the 100 watt Master Volume Boost version. The MV and boost were terrible no matter what preamp tubes I used. The volume at around 7 or 8 sounded incredible, but my ears would take a real beating.

Maybe you can use an Attenuator, kills the volume effectively, but allows full tube saturation...

The Attenuators I've tried over the years really changed the overall sound of the amp. With many attenuators the amps need to be less than 100 watts. Depending on which version he has it may not work or overheat.

They claim they can take any amp 100 watts or less down to 1 watt. and still have its tubes break. I don't know but I would like to try one as they make wonderful amps!!

Yeah man, that thing is a little steep. I'd rather pick up a used Deluxe Reverb Reissue and crank it a bit.
