So your test reveals that the pi, power tubes and both sides of the ot primary are equal.
What did the guitar sound like from the reverb? Were you able to get loud, clean volume?
Turning down the bass to get decent sound is normal for this year amp. They have higher inductance OTs in all the Fenders from this era.
I'll repeat. In my shop, almost every one of those amps gets a cathode capacitor transplant on v1 pin 3. Install a 2.2 poly cap there to compensate for the OT. Same for the vibrato channel. It cuts bass by 50%.
The originals have all drifted from 25uf to 35 and 50 uf. They aren't worth keeping, no matter how good they look.
Or buy a reissue OT from Fender.

The amp only produced sound from the a reverb output jack not input, albeit was like an amp on 1 "if" that. I did order some caps from amplified parts and am waiting for those to arrive. I will also install the 2.2 cap on v1 on pin 3 (does jumper to another lug?) or ground?

I changed out both Normal Channel and Vibrato Channels .47k Tone caps and the amp cleaned up to normal and very nicely.

I first jumped them in to see if I got any difference and I did, so I removed the 40 year old caps and installed the new and Viola!!
