Jack Blades used one. Dunno if he used it with Night Ranger, but you can hear him doing it on Rubicon's 1st album. Played the heck outta that bass on that. You can hear it on Vanilla Gorilla and That's The Way Things Are, I'm pretty sure.

Hipshot do an exellent whammy bar. however a floating bridge can ruin sustain, so it's better to do it on a bolt on (think les paul with whammy bar- it's just wrong; but works perfectly on a strat)

Also the album "Funk me Tender," by Randy Coven was recorded with a 1964 Jazz Bass with a Kahler Bass Tremolo. John Reshard (Greg Howe) also uses one. So does/did Mark White the bass player from The Spin Doctors (who to me is a tremondously underrated bassist).

There was also a company about 15 or 20 years ago called Tune Basses. They were a Japanese company that had a model that came with a Whammy bar standard.
