When did Fender make Mustang five string basses? Were they made by 1968?

Yes and no.
There never was a true "Mustang 5-String", but Fender did introduce the "Fender Bass V" around the same time as the Mustang and it used a similar body.
It had only 15 frets, and they only made 200 of them from '65 to '71.

CBS used leftovers from the Bass V to create the Swinger.

None of these guitars were successful.

The Swinger's arrow-shaped headstock served as a template for the Performer and Katana in the mid-1980s.
