I think I'd try copper shielding to ground first.

Ok, next I'd reverse the pickup connections at the preamp, so that you move the bridge pickup to the connections for the neck pickup and vice-versa. See if the noise continues in the exact same switching location or if it follows the pickup to the new wiring orientation. If it follows the pickup, then you do have some pickup issue. If it doesn't follow the pickup then it is either a wiring or preamp fault.

If it does turn out to the be pickup at fault, here are two routes you could follow:
1. Contact Fender Consumer Relations and request the parts list/wiring diagram and get the part numbers from this list and order the pickup through your local Fender dealer. Here is their contact info:

MAIL: Fender Musical Instruments Corporation
Attn: Consumer Relations Dept.
17600 N. Perimeter Drive, Suite 100
Scottsdale, AZ 85255

Telephone: (480) 596-7195
Fax: (480) 367-5262
E-mail: consumerrelations@fender.com

2. Since this bass has been out of production for over 2 years the specially made pickups may no longer be available as a spare part. If this is the case then rewinding/rebuilding is the way to go. I list several competent re-winders here under PICKUP SPECIALISTS and they are not in any particular order:
http://brotherdave.com/add_parts.htm or you may already know someone local that does it. Time was every decent tech could rewind your pickups.
