I stuck an Allparts 250k balance/blend pot on my Jazz bass a couple of weeks back and could only get one pickup to shut off completely. I used the diagram below(and I've checked my work a dozen times).

The other weird thing is that when I check the resistance between source A/B, and the out put I get either 0 at one end up to the detent (normal), or 110k at the other end. Shouldn't it be between 195-250k (depending on how well the pot is built)?

When it's wired into the Bass, I have the output going into the other 250k(CTS) volume pot to act as a master volume. If the the signal is running through two pots wired in series, should I be using a 500K balance/blend pot, so that I'm not choking the signal off?

Can any of the electronics whizzes help me out here?

Thanks, Rob

All your assumptions are correct. There are such things as bad pots out of the box. Maybe it got overheated on installation? I have seen both happen to me. Another carefully installed pot may be just all you need.
