If you have to ask where to get fretwire then perhaps I might presume you do not realise a re-fret is a serious job only done when absolutely necessary. If you have a couple of high frets then you can get them levelled but I would personally even leave that to an experienced luthier.

Chances are that you just need to raise your D-string (at the bridge) a touch if the other strings are not buzzing.

i guess you're right... i asked an expert at the fender shop, he told me to leave it be.. it doesn't really buzz that much anymore if i play lightly... but when i dig in.. that's when i get to hear it again..

i guess i just need to level the frets esp the 7th, 9th and 15th line..

If it only buzzes when you dig in I would try raising the string height a touch, perhaps 1/8 turn with the hex wrench, and then see how things settle as the bass gets played.

You also need to make sure that your strings are in good condition and that the neck relief is correct.

If you decide to get the frets levelled then get it done professionally. It sounds as if your Fender shop can advise you on this, and it is advice I would take.

Good luck.

height adjustment would fix it.. but if it gets a bit higher, strings get a bit stiffer esp the one im using now are medium flats

A mass-produced bass neck is going to have some variations. You will need to strike a compromise between the string height and the sound you want from what you are saying. The alternative is to have the frets professionally levelled; the ultimate mechanical way of doing this is, I believe, the Plek device:

Unfortunately these are not cheap options so what you do depends on your requirements, budget and access to a repair shop you trust.

I accept a bit of string rattle on my basses provided it doesn't sound through the amp. Other players swear by a high action for improved tone. I'm more concerned about avoiding tendonitis although that might be age-related.

Hope this helps.
