I've got a Jazz neck rosewood board, pearl blocks, early 70's decal. Cant read the stamp on the end. there's no skunk stripe on it, also there are 66 tuners on it as well. when did they start the skunk stripe on these Jazz necks? And when did they start the these decals? I'm thinking this neck is 69-71, anyone know what I have?[/b]

Does the neck feature 3-screw mounting or four? Bullet trussrod adjustment at the headstock or conventional heel-mounted screw?

On a rosewood fretboard there shouldn't be a skunk stripe so in that regard, it's consistent with the 1970's era. Correct tuners for this vintage would be the large trapezoid-base Fender/Schaller's with the traditional "shamrock" key.

4 bolt neck with the screw at the butt end. So, only the maple fret board necks had the skunk stripe in the 70's?

The big year for changes in Jazz basses was 1975. That is when they introduced the bullet truss rod and the three-bolt neck mounting.
Fender actually introduced the bullet truss trod on the Stratocaster and Telecaster deluxe in 1972.

In the early 70's (70-75) Fender jazz basses had 4 bolt necks and block inlays with binding. If you had a maple neck usually you had black-block inlays and black binding on the neck.

Rosewood Jazz necks used white binding and blocks but there were some maple necks done with white blocks and binding too.

Only maple necks has skunk stripes until the early 80s when they decided to install all trussrods from the back of the neck.
