Wow that is confusing with two date stamps.

You probably are going to have to contact Fender Consumer Relations for more information about the manufacture date on this bass because vintage series serial numbers are nearly impossible to date.

Dating your bass could be done by the neck/body sticker numbers, pot code dates or possibly by the serial by someone at Fender.

The wiring and all parts look genuine Fender. The third strap button on the back of the headstock is also correct. Nice bass!

Here is the contact information you might can use:
Fender Musical Instruments Corporation
Attn: Consumer Relations Dept.

Scottsdale, AZ 85250

Telephone: (480) 596-7195

I don't know about the missing decals. They usually try to come close to what was on the original. Here is what it should look like as this is another 62 RI made in the late 80's:

It looks like a real Fender Jazz bass, '62 reissue to me.

Decals can be removed or maybe the offset contour body decal was left off of this bass.

That thick brass grounding strip is characteristic of the '62 reissue. Original early 60's Jazz basses and the Japanese versions had a much thinner ground strip.

Send a pic to Fender You will have to go through a certified dealer. They will send you a decal (Contour Body) When you get it make sure to be accurate place decal adjacent to fender decal. In 65 they placed it in top corner.62 not
